History & balance
The White Feather Guard is the Shu answer to cavalry pressure inside an archer-and-siege civilization. Shu Lumberjacks generate food as well as wood, Archery Unit technologies at the Archery Range and Blacksmith cost 25% less, and Siege Weapons and Siege Warships move 10% faster in Castle Age and 15% faster in Imperial Age. Coiled Serpent Array gives Spearman-line units and White Feather Guards additional HP when near each other, while Bolt Magazine adds projectiles to Archer-line, War Chariots, and Lou Chuans. The Guard therefore holds the cheap infantry space while Shu support units deliver the ranged damage.

Make White Feather Guards the contact layer that buys time for Shu Archers and Siege. At 11 seconds and only 15 gold, the unit can replace losses quickly, while 95 HP and the cavalry bonus make it a credible wall against a mounted dive. Send the first Guards to attack the lead cavalry unit so the slow lands, then let the rest of the army focus the trapped target. Their 0.95 speed and 0 pierce armor make open-field pursuit dangerous, so use them near a resource, wall, or siege position. Keep Coiled Serpent Array spacing in mind when the technology is researched; the bonus rewards a formed line, not scattered guards.
How to counter it
The classic mistake is charging Cavalry into White Feather Guards and letting their class bonus plus the temporary slow turn the attack into a trap. The official help gives the category: Ranged Soldiers. Hand Cannoneers carry +10 against Infantry, Heavy Scorpions +2, and Slingers +4. Use ranged fire to remove the 95-HP bodies before they can make contact, keep the line behind terrain or a melee screen, and do not replace the answer with more Cavalry.
